Why is There a Man in a Cage in Mansoura's National Day Parade?

In a parade commemorating Mansoura's victory over Louis 9th's last crusader campaign on Egypt, which the city single-handedly smashed to the ground, Mansourians paraded a caged actor playing Louis IX of France on the streets of the city yesterday.

No word yet on why the guy we can only assume is the jester is holding up an English Football Shield.
