The draft law stipulates that the fund would be based in the governorate of Cairo, and that it would report directly to the Ministry of Tourism and Antiquities.

Although there were some disagreements within the House of Representatives as to what to name the fund or where exactly its headquarters should be, the general consensus is that this fund should exist in order to create as many opportunities for Egypt's ever-growing tourism industry as possible, and allocating 50% of the fund's resources towards development and promotion of various  Egyptian tourist destinations.
